When the horn was dry and rubbed with birch-tar until it smelled of thunderstorms and autumn smoke, Jorm walked down the mountain.
It was mid-afternoon. In the great market square of the Seven Steeples, Master Garrow sat upon a high stool under a painted canopy of striped silk. His ink-clerks were writing upon rolls of yellow vellum, crying aloud: “All is peace upon the waters! The thirty ships are sailing home with their bellies full of oats and wheat! Bring your household meal-sacks to the master, and he will keep them safe in his iron granary for the love of the common hearth!”
The poor people of the town were lining up with their small wooden bowls and their sacks of patched linen, weeping because they had to give away their last grain to pay the city tax, while Master Garrow’s guards stood around them with broad shields of bull-hide and spears of three cubits.
Jorm stepped into the middle of the fountain square. He did not ask the gate-keeper for a parchment permit; he did not pay the three-copper toll of the criers. He slung the crimson wool strap over his shoulder, took the birch-bark tube in his two hands, and lifted the rounded mouthpiece to his teeth.
He blew into the horn and sang the ancient noaidi joik of the gale that breaks the salt-wave.

From the mouth of the black ox-horn there did not come a mere wooden whistle or the bleat of a common herder’s pipe. The guards raised their shields and charged forward with their ash-spears, roaring: “Silence the vagabond who breaks the peace of the market!”
Jorm did not run. He aimed the wide black horn straight into their faces and shouted into the bore:

The sound of his voice through the birch horn was not like the voice of a boy with thin ankles. It was the voice of thirty thunderclouds colliding over a granite fell. The sonic blast struck the advancing shields with the force of a battering ram; the twenty-four guards were thrown backward into the horse-troughs and the fish-tubs, their ash-spears snapping like dry twigs beneath them. The people in the square stopped their weeping. They let fall their sacks; they looked down upon Master Garrow, who lay wallowing upon the wet stones like a stranded walrus, covered in wet paper and horse manure, with his three bellies shaking like curds in a sack.
“Is the barley in the salt-water?” cried an old smith with a hammer in his fist.
“The wind does not lie, though the master’s ink is black!” shouted the women from the cellar stairs.
Before the sundown could turn the timber steeples red, the people of the Seven Steeples did not give their meal-sacks to the granary; they ran to the town docks, hauled out the great oars of the common rowing-skiffs, and pulled across the nine leagues to the Blind Elk Reef. There they found The King’s Granary with its masts sticking out of the surf; they pulled the three hundred wet sailors from the brine, fished seventy barrels of salt beef from the floating wreckage, and brought the men home to be warmed before the common fire.
When they returned in the third watch of the night, Master Garrow was gone. He had fled through the postern gate with his twenty-four ink-clerks and two mules laden with spoiled copper, fearing the roar of the market. And from that day forward, no magistrate could paste a lie upon the timber walls of the Seven Steeples, for whenever the ink began to dry upon a false scroll, the boy Jorm would blow a blast through the curly birch horn from the top of the belfry, and the wind would carry the truth through every window before the ink-man could put the stopper in his bottle.
Moral of the Story: The ruler who hides the truth behind high gates and walls of paper is like a fool who tries to catch a snowstorm in a willow sieve; for the voice of the wind travels faster than the horse of the courier, and a single blast of spirit-breath through a honest bone will blow down ten thousand rolls of greasy lies.
