Each Island country should not have ambassadors from every other country. This should be a function of distance plus population. An ambassador from each country that surrounds the Island country should be expected. If the population of the country that an ambassador is from is above average, then ambassadors from that country would be allowed from the second ring. The size of the rings depends on the size of the country the ambassadors are going to.
