Prior to nine thousand years ago none of the adventuring races knew about the world of reincarnation. Then races from the multiverse started showing up on the world after their death. What they found was a world of many monsters that had already been living, dying, and reincarnating for an untold amount of time.
The monsters already had strong holds established across many lands. It is believed that when a monster dies, they too are reincarnated but they come back as the same type of monster that they were before and vaguely remember their past lives.
All the monster or adventuring races that is reincarnated on this world will reincarnate again after they die. Monsters will reincarnate within 10 to 200 years where Adventures will reincarnate within 100 to 2000 years. The time it takes to reincarnate seems to be random for all.
The world is 183 billion acres in size (compared to 123 billion acres for Earth), of which 97 billion acres are land. The world is made up of 73 major island countries across the world. There are also many smaller islands most of which are uncharted. Sometimes a smaller island will appear or disappear. Most of the islands are volcanic in nature but some were pushed up ground that seems to have no reason to be there.

Smaller islands are claimed as territory of one of the above Island Countries.
All the Island countries have a central city that is the capital city of the country. This city by tradition is not part of any state within the country. It is normally land locked near the center of the country, but a few have an inland river wharf. As the city grows the boundary extends into the states around it. There are always three or more states that connect to the city and then the boundary between states go to the coast. Because there is so much trade between the states that goes through the center cities, they are normally the largest city on the island countries.
There is at least one large city on the coast of each of the island states. There is a roadway that goes from the coastal cities to the central city for the country. The country military patrols this roadway to make it safe from the monsters. Where there are a lot of monsters or if the monsters are very strong then the military build garrisons to maintain a watch over the area. The country military also patrols the coastal wharfs and maintains a country-based navy.
Trade between the states is taxed by the receiving state but goods that go through the central cities are taxed by the island country. Because of this tax system state guards are positions on the roads between states.
Taxes are also collected by the local warlords which are locally city based. They tax both when something comes into the cities and when something goes out. If one is just passing through the city in question goods are taxed at a lower rate. The local warlord is normally also the adventuring guild leader. They are like the local law in and around the smaller cities.
The larger cities have separate guildhalls that is maintained by an appointed military official. There is a guildhall in every city but not in towns.
Small towns are not taxed but may have local mayors that maintain order and act as judges for disputes. Not all judges are honest, and many towns are known to take advantage of the people that pass through. Sometimes this will get the judge in trouble when they do not know that they are taking advantage of a city, state, or country official.
One can go around the cities and towns but there are robbers and monsters to deal with.
