A player may only have a single character with one or multiple avatars.
Until you have 6 (non-held) tear-1 items that are attuned you may not level up to the next tier. When you have 10 attuned items you must level up. Only after you are tier-2 can you activate a tear-2 item.
Until you have 7 (non-held) tear-2 items that are attuned you may not level up to the next tier. When you have 10 attuned items you must level up. Only after you are tier-3 can you activate a tear-3 item.
Until you have 8 (non-held) tear-3 items that are attuned you may not level up to the next tier. When you have 10 attuned items you must level up. Only after you are tier-4 can you activate a tear-4 item.
Until you have 9 (non-held) tear-4 items that are attuned you may not level up to the next tier. When you have 10 attuned items you must level up. Only after you are tier-5 can you activate a tear-5 item.
The tear of play that the character is on defines the number of avatars they may have (One per level). You do not have to take another avatar at each level, but you will be given 5 additional points to distribute among your character stats if you take an avatar. You will be given (10 plus your tier of play) additional points for distribution if you do not take an avatar at each level.
There are advantages and disadvantages to having more avatars. The choice is yours.

Most of tier 1 is not possessed, any above tier 1 is possessed. There is also a percentage that cannot be defined. These may be errors in reporting or some of the population might be able to hide their abilities. This is a continuous ambiguity that is treated like conspiracy theories that say there are aliens beyond the sky. Many people in the world laugh at the idea that other worldly plains of existence are real.
