Slate of Statutory Injunction Registry Designation 849204

    • Tier Classification: Tier 3 (Rare).
    • Description: A heavy, rectangular tablet carved from dense volcanic slate, framed along the edges by polished brass reinforcement brackets and inscribed with fine, microscopic legal runes that glow faintly purple under active observation with the Mind’s Eye.
    • Historical Lore: This particular tablet was cut from the foundational bedrock of the First Municipal Court of Aterian over four centuries ago, used continuously by presiding church arbiters to record land disputes and tax settlements between rival mercantile leagues.
    • Inherent Properties: Grants an Armor Check bonus of +3 when held or strapped across the arm as a defensive ward, reducing the kinetic impact of non-magical missile weapons that pass within the wielder’s immediate perimeter.
    • Channeling Ability: Once per long rest, the attuned bearer may use an action to strike the center of the tablet with an iron stylus, establishing an Injunction Ward that forms a twenty-foot boundary circle preventing hostile entities from closing the distance unless they succeed on an opposed saving throw against the bearer’s tier check.
    • Resilience and Health: The slate maintains an intrinsic resilience of 12, providing an item hit point pool calculated as the avatar’s maximum hit points plus 36 points.

Expanded Specifications for Registry Designation 849204

  • Specific Gear Slot:
    • Hand Slot (Left or Right), with optional integrated forearm bracket that mounts directly across the Arm Slot (Left or Right) without occupying both simultaneously.
    • When fastened to the Arm Slot, it functions as a strapped pavise-style buckler, leaving the hand free solely to hold a writing stylus, registry stamp, or legal scroll, but cannot be co-equipped with a two-handed weapon.
  • Detailed Description:
    • Measures exactly eighteen inches in length, twelve inches in width, and two inches in thickness, weighing a solid fourteen pounds of dark basalt-infused volcanic slate.
    • The edges are enclosed in cold-pressed cogwork brass fittings fastened by twelve counter-sunk lead rivets, preventing flaking or chipping along the structural margins.
    • The front face features hundreds of hairline grooves carved by diamond-point scribing tools, filled with powdered amethyst and silver leaf that illuminate in a soft ultraviolet radiance when inspected under True Sight.
    • The reverse side contains an adjustable harness lined with vulcanized sharkskin and heavy bronze buckles, allowing rapid tightening against a gauntlet or bare arm.
  • Expanded Historical Lore:
    • Commissioned during the height of the border renegotiations between the Guild of Port Wardens and the Crown Bailiffs in the port province of Aterian, where physical violence constantly threatened treaty arbitration.
    • Surviving the Great Warehouse Fires of year 8612a, the slate was recovered intact from the ash without a single melted brass bracket, cementing its reputation as an unyielding instrument of civic preservation.
    • Passed down through seven successive Chief Arbiters of the municipal district, each official scratching their personal notarization sigil along the lower bronze mounting plate upon their retirement.
    • Legend maintains that during a localized wild magic surge that swept through the harbor docks, the slate absorbed an entire chain of uncontrolled firebolts, transforming the erratic elemental discharge into neatly ordered lines of glowing runic text across its margins.
  • Inherent Attributes:
    • Physical Weight: 14 lbs.
    • Intrinsic Material Resilience: 12.
    • Total Armor Check Contribution: +3 AC to the equipping avatar (strictly conforming to the maximum limit of 3 AC per tier for a Tier 3 item).
    • Item Maximum Health: Avatar’s maximum health points plus 36 hit points (calculated as 12 resilience multiplied by Tier 3).
    • Damage Threshold State: Becomes functionally broken and loses all active and passive magical properties if damaged down to 50% or fewer of its total hit points, and shatters into mundane slate shards and scrap brass fittings upon reaching 0 hit points.
    • Attunement Limit: Requires one standard ten-minute ritual attunement to synchronize with the avatar’s Mind’s Eye, counting as one of the avatar’s maximum allowed 10 attuned items.
  • Skills Gained While Carried or Equipped:
    • Administrative Protocol (Trained Skill): Grants +3 skill points to administrative documentation, civic navigation, and bureaucratic navigation checks within municipal seats of power.
    • Forensic Appraisal (Temporary Skill): Adds +2 temporary skill points to Mind’s Eye assessments when analyzing the intrinsic statistics, provenance, and material authenticity of manufactured items.
    • Statutory Negotiation (Trained Skill): Imparts +2 skill points to contested diplomatic exchanges, trade arbitrations, and saving throws against verbal coercion or deceitful contracts.
  • Multiple Passive Magics:
    • Kinetic Tariff:
      • The item projects a micro-gravitational field extending three feet from the surface of the slate that disrupts incoming projectile momentum.
      • Mundane, non-magical ammunition such as standard hunting arrows, sling bullets, and crossbow bolts targeting the bearer suffer an automatic -2 penalty to attack rolls and have their base physical impact reduced by 3 points.
    • Document Scriptorium:
      • Any formal legal agreement, deed, lease, or receipt placed flat against the surface of the stone can be duplicated instantly by running a hand over the parchment.
      • The created duplicate is an exact legal carbon copy that reproduces original signatures, wax stamps, and watermarks, rendering it immune to non-magical forgery detection.
    • Ledger Clarity:
      • While the slate is equipped, the avatar is completely immune to the Dissonant and Fragmented conditions.
      • The bearer processes situational information with absolute logical clarity, ignoring environmental optical illusions or mind-altering magic that attempts to distort spatial distances or numerical values.
  • Multiple Active Magics:
    • Injunction Ward (Primary Activation):
      • Once per long rest, by taking an action to strike the brass keystone of the slate with an iron or steel stylus, the bearer projects a twenty-foot-radius boundary dome anchored to the ground.
      • Hostile entities attempting to cross into the circle must succeed on an opposed saving throw against the bearer’s tier check (d20 + 3d8 tier dice); failure halts their movement instantly and inflicts the Anchored condition for three rounds.
    • Writ of Eviction (Secondary Activation):
      • As a direct action, the bearer points the slate toward a single target within thirty feet and invokes the deity’s legal authority.
      • The target must make an opposed saving throw; if the target fails, it is pushed back 15 feet in a direct straight line and afflicted with the Flat-Footed condition until the beginning of its next turn.
      • This ability possesses three charges, replenishing all spent charges slowly after an uninterrupted long rest.
    • Prejudgment Lien (Reaction Activation):
      • Can be triggered as a reaction when a visible foe within twenty feet declares an attack against a member of the bearer’s adventuring party.
      • The bearer imposes an immediate magical encumbrance upon the attacker, deducting 1d8 from the attacker’s roll to hit as spectral chains forged of glowing contract script wrap momentarily around the attacker’s striking arm.
      • Can be utilized twice per combat encounter, resetting when the combat sequence terminates.

Marketplace Channels and Valuation of the Slate of Statutory Injunction

  • Independent Family-Run Scriptoriums and Scrivener Shops:
    • Found primarily within the secondary streets of coastal port cities and regional state capitals, these small family-owned storefronts specialize in notarizing estate rolls, drawing ship manifests, and binding municipal deeds.
    • The proprietors are typically multi-generational scribes who alter their equipped gear to fit shifting legal and record-keeping demands across the urban market.
    • Purchasing the item here involves formal negotiation through the shopkeeper’s desk, where the seller must present physical proof of clearance to ensure the relic is not actively claimed by an island monarchy or regional court.
    • Because suggested prices are non-binding and the local economy operates strictly as a sellers’ market with buyer beware principles, an independent scriptorium in a low-supply inland province will demand between 4,500 and 6,200 gold for the slate.
    • When selling the item to an independent scrivener, the merchant haggles down by approximately 10% of the item’s baseline valuation multiplied by the tier level of the selling character (a 30% reduction for a Tier 3 character), resulting in an offer between 2,800 and 3,500 gold, which is transferred directly into the character’s World Bank balance while noting quasi-logs of the transaction for potential municipal audit.
  • Guildhall Consignment Chambers and Bureaucratic Cooperatives:
    • Operating directly out of the municipal guildhalls established in cities with populations surpassing five thousand residents, these exchange offices cater to certified advocates, bailiffs, and high-ranking guild masters.
    • Acquisitions here require presenting verified guild credentials or faction affiliations; non-affiliated adventurers must pay the full listed appraisal rate, whereas an active member in good standing receives a standard 10% discount multiplied by their tier level (a 30% price reduction for a Tier 3 adventurer).
    • In metropolitan commercial centers like the capital wharfs of Aterian or Assyria where maritime legal disputes are frequent, the baseline cost to purchase the slate sits at roughly 5,000 gold (discounted to approximately 3,500 gold for qualifying members), paid either through immediate World Bank fund deduction or weighed coin exchange subject to standard banking fees.
    • Selling the slate to a guild consignor yields a standardized payout around 3,200 to 3,800 gold, logged officially in public ledgers to ensure proper tax reporting to both state treasuries and the monarch’s revenue bailiffs.
  • Black-Market Fences and Shadow Den Brokers:
    • Hidden within labyrinthine waterfront alleys, flooded cavern districts, or rural settlements away from state patrols, these clandestine dealers trade exclusively in non-traceable, high-tier goods, hot gear stripped from fallen avatars, and contraband recovered from ancient ruins.
    • Transactions never involve World Bank transfers, drafts, or official accounting logs; buyers and sellers are required to carry physical, unrecorded coinage—predominantly gold ingots, electrum, or standard precious metal coins whose substantial weight must be transported in personal extradimensional storage pouches to avoid public scrutiny.
    • Purchasing the slate through an illicit broker incurs an inflated markup due to its rare protective properties and defensive wards against municipal sentries, commanding anywhere from 7,000 to 9,500 physical gold coins.
    • When selling the slate to an underworld fence who urgently requires an untraceable defensive relic to counter municipal raids, the fence will waive all identity questions and may pay up to twice the standard merchant rate, dispensing between 5,500 and 7,000 physical gold coins directly into the seller’s hands.
  • Specialized Technomantic and Antiquarian Arcane Salons:
    • Located in high-density industrialized districts where steam conduits and arcane batteries power floating platforms and elevated clocktowers, these high-end boutiques cater to wealthy mages, technomancers, and constitutional magistrates seeking preserved historical relics.
    • The shop masters assess the slate using active Mind’s Eye scans and calibrated magnifying lenses, evaluating its structural resilience, runic conductivity, and the condition of its cold-pressed brass brackets before discussing terms.
    • In sky-borne settlements such as Cloud City or mechanised skyward enclaves, the scarcity of dense basalt slate from the moon’s surface drives the retail price upward to between 6,800 and 8,500 gold.
    • Selling the item to an antiquarian salon results in a calculated baseline appraisal of roughly 3,500 to 4,000 gold deposited to the World Bank account, accompanied by meticulous paperwork detailing the seller’s past-life identity, regional citizenship, and origin point.

Tactical Deployment Across Environments

  • Urban Municipal Centers and Crowded Guild Quarters
    • Defensive Roleplay:
      • When cornered in narrow cobble alleys or broad courthouse plazas during street riots, the bearer plants the base of the slate directly into the stone pavers.
      • Invoking the Injunction Ward, the bearer strikes the brass keystone with an iron stylus, producing a sharp ring that resonates like a gavel blow across the square.
      • A twenty-foot circular line of luminescent violet script blazes along the cobblestones, halting advancing mobs, unauthorized militia, or aggressive thugs as the statutory ward prevents them from crossing the legal perimeter.
      • Incoming thrown stones, crossbow quarrels, or improvised missiles lose kinetic momentum three feet from the slate’s basalt face, clattering harmlessly to the gutter.
    • Offensive Roleplay:
      • While pursuing a fugitive debtor or an unbonded rogue through crowded bazaar corridors, the bearer raises the tablet arm forward, locking eyes via the Mind’s Eye.
      • Calling out an official edict of unauthorized flight, the wielder discharges the Writ of Eviction, channeling raw kinetic authority through the inscribed runes.
      • The discharged shockwave slams into the fleeing suspect, throwing them backward fifteen feet into market stalls, knocking them flat-footed, and allowing city sentries to secure physical custody.
  • Subterranean Caverns and Megacity Undercities
    • Defensive Roleplay:
      • In pitch-black subterranean highways where feral beasts or wild ankhegs burrow through ceiling vaults, the bearer angles the dark slate upward along their arm.
      • The bearer activates the Prejudgment Lien as a sudden reaction when an underground predator lunges from the dark at an exploring companion.
      • Glowing violet chains of contract script lash outward through the damp air, binding the monster’s claws mid-strike and throwing off its trajectory to cause the ambush blow to miss completely.
      • The tablet’s surface illuminates faintly with ultraviolet light, cutting through the shadows and providing clear sightlines without alerting distant creatures that lack Darkvision.
    • Offensive Roleplay:
      • Confronting rogue deep-dwelling subterranean outlaws or feral cavern shamans guarding chokepoints, the bearer advances steadily through narrow rock passages.
      • Using the edge of the reinforced brass brackets like a heavy bludgeon, the bearer executes an attack action, slamming the dense volcanic rock into the foe’s guard.
      • The wielder channels their tier dice straight through the strike, fracturing stony natural carapaces with unyielding force while simultaneously invoking an Audit of Liability to temporarily unattune the opponent’s defensive talismans.
  • Naval Vessels and Storm-Tossed Reef Lanes
    • Defensive Roleplay:
      • Aboard a sailing vessel navigating dangerous coral barriers where westward tides push against rogue pirate cutters, hostile boarding parties swing across onto the deck.
      • The bearer steps directly into the ship’s gangway, strapping the slate firmly across their forearm and holding the line against invading swarms.
      • As archers fire from the enemy rigging, the Kinetic Tariff passive aura deflects incoming arrows into the sea, allowing shipmates behind the bearer to reload deck ballistas safely.
      • The bearer remains immune to disorientation or balance loss from swaying masts and crashing waves, as Ledger Clarity prevents the Dissonant condition from taking hold.
    • Offensive Roleplay:
      • When boarding an enemy vessel, the bearer leaps onto the hostile forecastle and drives the edge of the stone into the timber planks.
      • Unleashing the Writ of Eviction, a targeted blast of concussive force sweeps the hostile captain and deckhands toward the railing, shoving them back fifteen feet and leaving them off-balance on the wet, slippery deck.
      • Any magical propulsion runes or elemental engine conduits on the hostile ship touched by the slate’s brass fittings are temporarily disrupted, stalling the enemy vessel’s ability to maneuver.
  • Airborne Platforms, Zeppelins, and Cloud Cities
    • Defensive Roleplay:
      • High above the moon’s surface at three thousand feet, where strong atmospheric winds buffet floating mage towers and open zeppelin gondolas, the slate serves as an anchoring pivot.
      • When aerial raiders mounted on griffons dive-bomb an open catwalk, the bearer raises the tablet to interpose its mass between the descending talons and vulnerable passengers.
      • Striking the keystone to trigger an Injunction Ward, the bearer forms a hemispherical dome of purple runes across the open platform, forcing the diving griffons to slam into an invisible legal barrier and veer off into the clouds.
    • Offensive Roleplay:
      • During ship-to-ship boarding actions between passing sky vessels, the wielder extends the slate across the boarding plank.
      • The bearer targets the pilot or aerial combatant with a direct attack roll, channeling crushing weight into the strike that knocks the target prone onto the deck.
      • Activating the Prejudgment Lien during the foe’s counterattack, the wielder ensnares the enemy’s weapons in glowing script, preventing them from severing the mooring cables that keep the boarding path stable.
  • Wilderness Borders and Wild Magic Scars
    • Defensive Roleplay:
      • While traversing overgrown wilderness zones scarred by ancient magical conflicts where chaotic energy storms crackle in the air, the bearer holds the slate outward to ground the party.
      • As erratic waves of raw transmutation or evocation magic wash across the terrain, the slate acts as an arcane lightning rod, stabilizing the local weave within twenty feet.
      • The party members remain shielded from psychological confusion and hallucinations, shielded by the relic’s absolute resistance to chaotic memory interference.
    • Offensive Roleplay:
      • When facing mutant chimeric beasts or rogue elementals roaming the wild terrain, the bearer uses the slate as an offensive conduit.
      • By declaring an Audit of Liability against a creature infused with wild arcane energy, the wielder strikes the ground, releasing a ripple of regulatory force that fractures the elemental’s unstable matrix.
      • The strike deals concentrated force damage directly to the beast’s magical core, suppressing its chaotic breath attacks and locking it into standard physical combat.

Perception of Activation:

  • Sight:
    • User’s Perspective:
      • The fine hairline engravings across the volcanic basalt ignite with sharp, neon-violet luminescence, burning through the dark stone like molten amethyst thread.
      • Expanding outward from the central brass medallion, concentric rings of glowing, geometric script rotate through the air, casting crisp, legible shadows across the floor and walls.
      • A translucent, ultraviolet barrier dome manifests twenty feet outward, clearly delineating the statutory perimeter with floating, box-shaped glyphs that pulse in rhythm with the avatar’s heartbeat.
    • Observer’s Perspective:
      • Spectators see the heavy dark slab suddenly blaze with intense, eye-straining purple radiance that bathes the bearer in cold light.
      • Ribbons of glowing script unspool from the tablet’s brass edges, circling the wielder like spinning hoops of violet parchment.
      • A shimmering, glass-like dome drops around the defended area, causing the air along its perimeter to refract and distort as if viewed through thick water or heated desert air.
  • Sound:
    • User’s Perspective:
      • The striking impact of the iron stylus against the keystone produces a sharp, resonant chime resembling a massive brass courthouse bell echoing inside the bearer’s skull.
      • Beneath the primary chime, a continuous, mechanical clicking sound hums steadily, reminiscent of interlocking brass gears, shifting abacus beads, and the crisp shuffling of dry paper manifests.
      • Ambient external noises dull noticeably, as if legal silence has been enforced by decree within the inner perimeter.
    • Observer’s Perspective:
      • Onlookers hear a loud, sharp crack identical to an iron gavel striking granite, carrying far across open alleys or cavern chambers.
      • A low, rhythmic mechanical ticking pervades the immediate area, accompanied by a dry, paper-like rustling sound that seems to emanate from nowhere in particular.
      • Hostile entities who attempt to yell or coordinate commands find their voices muffled the moment they direct their shouts toward the activated boundary.
  • Smell:
    • User’s Perspective:
      • The air fills immediately with the dry, sharp scent of freshly crushed chalk, ground river slate, and pulverized drafting charcoal.
      • A clean, mineral tang reminiscent of warm basalt washed with rainwater cuts through the foul odors of battlefields, sewer mires, or burning pitch.
      • A subtle hint of heated iron ink and refined bees-wax rises directly from the brass seams of the tablet as the runes heat up.
    • Observer’s Perspective:
      • Bystanders detect a sterile, institutional odor akin to a damp subterranean scriptorium or an ancient document vault suddenly being unsealed.
      • The harsh, coppery stench of spilt blood and stagnant swamp air is driven completely away from the twenty-foot zone, replaced by the scent of dry paper and cold brass.
  • Taste:
    • User’s Perspective:
      • A cold, alkaline sensation settles over the tongue, tasting distinctly like licking a damp slate writing board or drawing chalk across the lips.
      • A sharp, metallic aftertaste reminiscent of copper coins or an iron quill tip lingers in the mouth for several minutes following the initial strike.
    • Observer’s Perspective:
      • Observers standing near the outer edge of the boundary describe a dry, powdery sensation in their mouths, as if breathing in invisible clouds of fine limestone dust.
      • Those attempting to cast spells with verbal Somatic flourishing experience a sudden bitter, acidic dryness on their palates that makes complex chanting uncomfortable.
  • Touch:
    • User’s Perspective:
      • The sharkskin straps and bronze buckles tighten firmly against the wielder’s arm with steady, reassuring mechanical pressure.
      • The dense stone, previously cold and damp, warms instantly to the exact temperature of a living human palm, vibrating with a high-frequency, soothing pulse.
      • The wielder feels an absolute sensation of physical stability, as though their boots have taken root directly into the subterranean bedrock of the world.
    • Observer’s Perspective:
      • Those touching the exterior barrier dome encounter a hard, glassy surface that feels utterly unyielding, lacking any give or elastic bounce.
      • Hostile attackers striking the boundary feel an immediate, numbing kinetic jolt shudder back into their wrists, elbows, and weapon hafts, comparable to striking an anvil with a hammer.
  • Extra-Sensory Perceptions:
    • Mind’s Eye Data Influx:
      • The user’s Mind’s Eye is immediately flooded with clear, numerical readouts projecting the exact physical metrics, remaining health pools, and Armor Check values of every entity standing within thirty cubits.
      • All ambiguous environmental distances are instantly rendered into precise, numbered increments, allowing effortless calculation of missile trajectories and movement boundaries.
    • Spatial Settlement Awareness:
      • The user gains a sudden, intuitive sixth sense that detects unauthorized entities, hidden traps, or concealed weapons within the twenty-foot radius, highlighting them in their thoughts with bright crimson outline markers.
      • The bearer experiences a direct metaphysical connection to the global ledger, sensing whether individuals crossing the perimeter hold registered citizenship, legal warrants, or outstanding municipal tax debts.
    • Temporal Anchoring:
      • Time inside the boundary feels measured, steady, and segmented into exact, unhurried seconds, completely dispelling the psychological panic and adrenaline-fueled disorientation typical of combat encounters.
  • Positives:
    • Establishes an impenetrable boundary that completely halts melee rushes, cavalry charges, and physical swarm advances that fail their saving throws.
    • Eliminates confusion and mental chaos among party members by neutralizing illusions, mind fog, and spatial distortions while inside the ward.
    • Provides the wielder with instant, infallible tactical data regarding enemy resilience, gear properties, and movement speed via the Mind’s Eye.
    • Suppresses incoming kinetic force from non-magical missile weaponry, protecting vulnerable backline companions from projectile volleys.
  • Negatives:
    • The intense ultraviolet light and high-pitched gavel resonance instantly sacrifice all stealth, pinpointing the party’s exact coordinates across vast distances in dark caves or night terrain.
    • The wielder is forced into an anchored, stationary posture to hold the perimeter, severely limiting dynamic party repositioning while the ward remains active.
    • The continuous sensory stream of administrative statistics, boundary lines, and ledger metrics can cause minor cognitive fatigue and dull headaches once the effect terminates.
    • The barrier provides no air filtration against toxic gases, vaporized poisons, or extreme atmospheric changes that circulate freely through the magical script.

Recipe: Inscription of the Statutory Pavise

  • Materials Needed:
    • One slab of dense, unweathered volcanic basalt slate, precisely quarried to eighteen by twelve inches and two inches in thickness, free of fissures or quartz veins.
    • Three pounds of cold-rolled alloyed cogwork brass, cast into corner brackets and edge bindings.
    • Twelve heavy brass rivets with counter-sunk lead washers.
    • One Tier 3 magic crystal (measuring approximately the size and weight of a basketball), harvested from an adult magical beast or construct to serve as the power catalyst.
    • Four ounces of finely crushed purple amethyst dust ground with two drams of beaten silver leaf.
    • One pint of tree-specific resin sap, extracted fresh via a fluid collector from an ancient ironwood or white cedar tree.
    • One square yard of cured, vulcanized sharkskin lining paired with two forged bronze cinch buckles.
    • Three vials of certified municipal iron gall ink mixed with pulverized chalk from an authorized court scriptorium.
  • Tools Required:
    • One fluid collector (specialized alchemical syringe with sampling needle) for reagent gathering.
    • One diamond-tipped engraving stylus capable of scribing hairline channels into dense stone.
    • A stone-mason’s balancing square, brass leveling gauge, and notched measuring stick.
    • A jeweler’s loupe or magnifying lens for micro-script alignment.
    • A charcoal brazier with miniature soldering irons and lead crucibles.
    • A leatherworking awl, sinew needles, and brass rivet hammer.
  • Skill Requirements:
    • Masonry & Stonecarving: Trained skill level of at least 8 (meeting the requirement of skill level 5 plus 3 for the resulting Tier 3 item).
    • Runecraft & Inscription: Trained skill level of at least 8 to carve and align the statutory glyphs correctly.
    • Alchemical Crafting: Trained skill level of at least 6 to properly dissolve and bind the amethyst dust, silver foil, and ironwood sap.
    • Mind’s Eye Competency: Ability to actively read item resonance and verify numerical statistics during manufacture.
  • Crafting Steps:
    • Step 1 (Substrate Dressing): Cleanse and square the basalt slab using the stone-mason’s chisels and leveling gauge, polishing the flat surfaces with river sand until smooth and uniform.
    • Step 2 (Edge Reinforcement): Heat the cold-rolled brass alloy strips in the brazier, folding them precisely around the perimeter of the slate slab, securing the four corners with corner brackets, and drilling twelve guide holes through stone and metal to set the counter-sunk lead rivets.
    • Step 3 (Catalyst Preparation and Transference): Grind the Tier 3 magic crystal using an iron mortar until it is reduced to crystalline powder; blend this powder with the ironwood sap gathered with the fluid collector, creating an arcane suspension that can hold charges.
    • Step 4 (Runic Engraving): Using the diamond-tipped stylus, scribe microscopic statutory legal codes and municipal registry oaths into the face of the stone, cutting hairline grooves exactly one millimeter deep across the front face.
    • Step 5 (Channel Inlay): Heat the alchemical slurry of crystal resin, powdered amethyst, and silver leaf; pour the liquid into the carved hairline grooves, scraping the surface flush so the runes embed directly into the stone matrix.
    • Step 6 (Keystone Assembly): Affix the central circular brass medallion to the center of the tablet face, drilling a recessed seating node to hold the primary iron stylus strike-point.
    • Step 7 (Harness Mounting): Stitch the vulcanized sharkskin to the reverse side using sinew thread, riveting the straps and bronze cinch buckles to the rear brass brackets to fit the arm comfortably.
    • Step 8 (Attunement and Final Audit): Apply the certified court gall ink across the perimeter, striking the central medallion with an iron stylus while channeling magic through the Mind’s Eye to lock the item’s intrinsic resilience at 12 and finalize its Tier 3 Armor Check rating.

Grey Boundary and Broken Knees of Harbor Warden

In the early turning of the world, when the great salt sea had only just learned to run toward the sunset without spilling over the rim, there sat upon the wet rim of the island of Aterian a city made of unbaked mud and greasy timber. This was in the days before the people had discovered that iron stays hard when cold, but after they had learned that a man with five cousins can take a sack of dried herrings from a man who has only three daughters.

The ruler of the harbor mud in that season was a very broad person called Vorn the Thick-Handed, though upon the ancient broken sherd his name is written as “He Who Sits Upon the Wharf and Takes Four Fish From Every Ten.” Vorn possessed a heavy leather jerkin lined with sheep grease to keep off the salt spray, and he carried a club cut from the root of an elder tree, studded with the teeth of small, angry sharks. Whenever a boat made of hollowed logs came paddling through the foam, Vorn stood upon the gravel, spat into the brine, and declared that the water inside the cove belonged to his mother’s clan, and therefore no man might haul his boat onto the dry weed without paying three baskets of clams and a copper buckle.

Now, from the high rocky places of the inland country there came down an advocate named Alistair the Straight-Nosed, whose title in the oldest dialect is “The Person Who Refuses to Sit Down Until the Count is Written Twice.” Alistair wore boots made of cured hog hide that pinched his smaller toes, and he carried beneath his left arm a rectangular piece of flat black stone that had been cut out of the bubbling hole of a smoking hill. This stone had no writing upon it yet, but it was straight at the four edges, which caused great terror and suspicion among the people of the shore, for nature does not make things with four corners unless someone has been doing an unnatural thinking.

Alistair came to the wet gravel because the Guild of Port Wardens and the King’s Men of the Inland Wharf had been hitting one another with wooden oars for forty days over the matter of the dried codfish tax. The King’s Men said that the cod had swum under a bridge that was built with crown timber, and therefore the King’s children ought to eat the cod tails. The Port Wardens said that the cod had been dried upon poles stuck into the coastal mud, and because mud is neither sweet water nor dry hill, it belonged to the Guild of Salt Scrapers.

When Alistair arrived at the place where the oars were being broken over the heads of the fishermen, he did not draw a sword, because he had no sword and was not a person of large muscle. Instead, he unstrapped the black stone from his arm and sat down upon a dead porpoise that had washed ashore on the second Evoday of the month of Selnus.

Vorn the Thick-Handed walked over the wet stones, and his boots made a wet squelching noise like pigs eating porridge. He raised his elder-root club with the shark teeth and leaned down until his breath, which was like the insides of an unwashed crab kettle, warmed Alistair’s forehead.

“You have brought a paving stone to the salt shore,” said Vorn, using the coarse fishermen’s tongue where the word for stranger is the same word as the word for bait. “The gravel here has no need of flat stones. We have plenty of round stones that roll under a man’s foot when he runs away. Give me two copper bits for sitting upon the royal dead fish, or I will use your soft ribs to crack open these four hairy clams.”

Alistair did not look at the shark teeth in the club. He pulled from his pocket a small brass rod with a pointed diamond set in the tip, such as is used to poke holes in sheepskin to let the blood drain out.

“This is not a dead fish,” Alistair said in the thin, dry voice of the high inland courts. “This is an uninventoried municipal flotsam. It has not been registered with the Board of Tides. You have claimed sixty fathoms of the wet sand, yet you have not filed a survey scroll with the state bailiff. You have collected four fishes from ten fishes without showing a parchment signed by the King’s sister’s eldest daughter. Therefore, every fish you have eaten since the spring equinox is an illegal extraction of state nutrients.”

Vorn the Thick-Handed became very red in the cheeks, like a boiled lobster. He raised the club above his right ear. “The King is three hundred leagues to the east, eating melons on a golden stool! My club is right here above your nose, and it weighs eleven pounds of swamp root!”

Alistair held the black stone between his knees. He took the diamond-tipped rod and made a long scratch along the top of the volcanic slate. As the point tore the stone, a sound came out that was like the screaming of twenty young pigs when the door of the barn is shut in the rain. A cold, purple light, thin like the hair from a horse’s tail, shot out of the scratch and struck Vorn right upon the kneecap of his left leg.

Vorn let out a roar like a walrus and dropped his club into the mud. He tried to take a step forward with his right boot to squash Alistair’s hog-hide shoes, but his foot would not come off the wet gravel. It was as if his leather soles had grown roots of iron three cubits deep into the sand.

“What have you done to the bottom of my legs, you grey-faced paper-eater?” Vorn bellowed, while the fishermen dropped their oars and gathered around the dead porpoise, crossing their fingers to avert the bad air.

“I have filed a preliminary injunction,” Alistair replied, not looking up, but continuing to scratch little square markings into the rock. “You are temporarily restrained from forward progression. You may not advance your boots toward the high-water line, nor may you lift your teeth-club from the mud until you have shown three signed affidavits verifying your appointment as wharf collector. This stone is the Bedrock of the First Municipal Court. What is scratched upon it becomes a fact in the eye of Gaialilith. If you lift that heel, the friction of your unrecorded motion will cause your shin-bone to become as brittle as a dried herring.”

Vorn tried with all his power to pull his left leg up. He pulled until his leather jerkin burst two brass buttons across his belly, but the ground held his boot like cold pitch. The purple glow came up through the eyelets of his shoes and circled his hairy ankles like bands of hot lead.

For two days and two nights, the thick-handed warden stood upon the wet gravel while the tide came in and went out. When the tide rose at the fourth hour, the cold sea water came up to Vorn’s waist, and small green crabs crawled into his pockets and ate his dried bait. When the tide went out, the sea gulls came and sat upon his woolly head, thinking he was an old piling that had been driven into the sand to tie up the log boats.

Meanwhile, Alistair sat upon the dead porpoise. He did not eat except for two dry biscuits made of rye flour and salt, and he did not sleep, because a scribe who sleeps while an injunction is open may lose his margins to an amendment. With his diamond-pointed rod, he carved the names of the seventy-three fishermen of the cove across the basalt slab. He carved the size of each boat, the number of paddles in each boat, the names of their grandmothers, and the number of codfish they were permitted to catch before they must give one tail to the municipal salt house.

He framed the edges of the stone with strips of yellow brass that he hammered cold using a smooth river pebble, so that no rough wave could knock the words off the corner. With every rivet he drove through the stone, Vorn the Thick-Handed felt a tooth in his jaw become slightly loose, representing the loss of his informal authority.

On the third day, when the star Helios climbed up into the sky at the sixth hour of Morning, Alistair blew the stone dust from the slate. The whole face of the black rock shone with lines of letters that looked like tiny square sheepfolds, all glowing with the color of an unripe plum.

Alistair stood up on his hog-hide boots, which were now very stiff with salt. He held the stone up before Vorn’s nose.

“The registry is complete,” Alistair said. “The cove is measured. The fish are numbered. The mud belongs to the crown, the salt belongs to the guild, and the air above the harbor belongs to the kingdom up to the height of the clouds. You may now lift your left boot, provided you swear upon the brass border to carry the slate to the court house and never take a cod without giving a stamped receipt.”

Vorn was so tired, and his legs were so full of salt water and green crabs, that he began to weep into his red beard. He reached out his thick, dirty hands, which were shaking like alder leaves in the autumn gale, and he took the slate. The stone was cold, but the moment his thumbs touched the brass brackets, the roots in the gravel let go of his boots, and he fell forward upon his face into the soft sand.

When he looked up, Alistair the Straight-Nosed was already walking back toward the high hills, carrying his rye biscuit sack on a stick over his shoulder, not having looked back once to see if the crabs had finished Vorn’s buttons.

From that day until the sinking of the old harbor, Vorn never used his shark-tooth club again. Whenever a hollow-log boat came through the surf, he stood upon the rocks, held up the heavy black slate with its brass bands, and read the law to the fishermen in a loud, miserable voice until they brought him their receipts. And the people of the shore kept the stone in a dry cupboard lined with sheepskin, bringing it out only when two cousins wished to chop each other with axes over where the ditch met the garden.

Moral of the story: A club with shark teeth may break a man’s head so that he forgets his cousin, but a scratched stone with four straight brass corners will make him stand in the cold salt water until he agrees to pay the ferryman.

Dungeons & Dragons (5th Edition / 2024 Revision)

The Slate of Statutory Injunction

Wondrous Item (Shield), Rare (Requires Attunement)

  • Armor Class: While holding this volcanic stone tablet, you gain a +2 bonus to Armor Class in addition to the normal +2 shield bonus (total +4 AC).
  • Kinetic Tariff: Non-magical ranged weapon attacks made against you suffer a -2 penalty to their attack rolls, and any non-magical piercing or bludgeoning damage you take from ranged attacks is reduced by 3.
  • Document Scriptorium: As an action, you can place any non-magical written document, deed, or contract against the slate to create a perfect duplicate on fresh parchment. The copy replicates the original hand, ink, and wax seal precisely.
  • Injunction Ward (1/Long Rest): As an action, you strike the brass center of the slate with a metal stylus. A glowing, 20-foot-radius perimeter of violet runes appears centered on you and remains anchored to that ground for 1 minute. Hostile creatures must make a DC 15 Wisdom saving throw when attempting to cross the perimeter. On a failed save, the creature’s movement is reduced to 0 until the start of its next turn and it cannot pass through the boundary. On a success, it can move across the threshold freely.
  • Writ of Eviction (3 Charges): As an action, you point the slate at a creature within 30 feet and expend 1 charge. The target must succeed on a DC 15 Strength saving throw or be pushed 15 feet away in a straight line and have the Prone condition. The slate regains all spent charges at dawn.
  • Prejudgment Lien: When a visible enemy within 20 feet of you targets an ally with an attack roll, you can use your reaction to interpose spectral contract chains. Roll 1d8 and subtract the result from the enemy’s attack roll. You can use this reaction twice per short or long rest.

Call of Cthulhu (7th Edition)

Basalt Ward of Aterian (Artifact of Law and Stasis)

  • Sanity Loss to Inspect/Attune: 1/1d4 Sanity points upon realizing the geometric impossibility of its microscopic script and chronological binding.
  • Armor Value: 4 points of physical armor against physical trauma and non-magical projectile weapons when strapped to the forearm.
  • Skills Granted: +15% to Law, +10% to Appraise, and +10% to Accounting while carried.

Spells and Ritual Invocations:

  • Enact Legal Stasis (Cost: 10 Magic Points, 1d6 Sanity points):The user taps the brass medallion with an iron implement and recites a statutory binding. The user engages in an opposed POW roll against an approaching hostile target or entity within 10 yards. If the user succeeds, the target is struck with complete paralysis, anchored in place as invisible geometric lines pin its physical form to the terrain. This immobilization persists for 1d6 rounds or until physical harm is inflicted upon the target.
  • Edict of Repulsion (Cost: 5 Magic Points, 1d3 Sanity points):The user directs the slate at an encroaching adversary and releases a kinetic shockwave of bureaucratic finality. The user makes an opposed STR or POW roll against the target. If successful, the target is violently repelled backward 5 yards, falling prone and losing their next combat action.
  • Sensory Rejection:Looking directly through the dimensional refracting field of the activated ward forces an observer to make a Sanity check (0/1). The mind rejects the rigid, non-Euclidean regularity carved into the volcanic rock.

Blades in the Dark

The Statutory Pavise (Rare Arcane Implements / Defense Item)

  • Item Load: 2 Load (Heavy, framed stone tablet strapped across the arm).
  • Tags: Arcane, Heavy, Imposing, Binding.

Mechanics and Abilities:

  • Special Armor (Statutory Ward):You may expend your Armor use (or take 2 Stress if your armor is already expended) to resist physical violence, ranged ambushes, or charging threats by slamming the pavise into the ground. When you resist consequences this way, the incoming harm or obstacle is reduced by one severity step, and the attacker is held back by glowing runic lines at close range.
  • Injunction (Action / Setup):When you plant the slate and declare a forbidden perimeter, roll an Action roll using Command or Attune.
    • Critical: The boundary completely seals a doorway or 10-meter perimeter; foes cannot advance, and all allies inside gain +1d to defensive actions.
    • 6: The perimeter holds firm against all physical and ghostly incursions as long as you hold the slate.
    • 4/5: The ward holds, but it demands an immediate cost: suffer 1 Stress, or the perimeter suffers a physical breach from a strong foe.
    • 1-3: The magic misfires or attracts unwanted ghostly attention, inflicting the Anchored or Overwhelmed consequence on you.
  • Writ of Eviction:You can spend 1 Stress while taking a standard combat or breach action to push a target back out of an area with concussive force, granting increased effect on violent or crowd-control actions.

Knave (2nd Edition)

The Slate of Injunction

  • Item Slots: 2 Slots (Bulky, worn on arm or held in hand).
  • Armor Check: +2 Armor (Counts as a Shield).
  • Durability: 6 Quality (Breaks into mundane slate shards if Quality reaches 0).

Properties and Actions:

  • Defensive Rigidity: When you are the target of ranged missile attacks using mundane ammunition, incoming physical damage is reduced by 2.
  • Legal Scriptorium: Placing a piece of paper against the stone allows you to trace an exact, unforgeable legal duplicate of any mundane document, contract, or map in 1 turn.
  • Cast Injunction (Direct Spell Effect):Once per day, strike the slate’s brass keystone with an iron needle. A 20-foot ring of violet light erupts around you. Any hostile creature that attempts to enter the ring must make a Wisdom or Strength save (target number 15). If the target fails, it cannot cross the line and loses its movement for that round. The circle remains stationary and lasts for 10 combat rounds or until you drop or unequip the slate.
  • Pushing Writ:You may expend an attack action to shove a target within 10 feet. The target must succeed on a Strength save or be thrown back 15 feet and knocked prone.

Fate Core / Condensed

The Slate of Statutory Injunction

  • Aspects:
    • High Concept: Indestructible Basalt Tablet of the Law-Bailiffs
    • Trouble: Bound by Tedious Procedural Technicalities
    • Invoked Aspect: Immutable Contractual Boundary

    • Injunction Ward: Once per session, you can create an advantage using Lore or Will with a +2 bonus to establish the scene aspect Statutory Barrier Dome across an entire zone. Foes attempting to enter or pass through the zone face an active opposition obstacle against your initial roll; failure to overcome halts their movement immediately at the threshold.
    • Writ of Eviction: When you successfully execute a physical or social Force or Physique overcome action to clear a hostile creature from a zone, you can spend a Fate Point to force them two zones back and inflict the temporary aspect Flat-Footed and Off-Balance with one free invoke.
    • Prejudgment Lien: Twice per scene, when a visible adversary within your zone attacks a designated companion, you can defend on your ally’s behalf using your Will rating instead of their defensive skill, projecting shimmering chains of glowing legal script to disrupt the incoming assault.
